The Republic of Armenia is the guarantor of the security of the people of Nagorno-Karabakh-RA Ministry of Defense

Since April 2, the international community has been actively expressing its concerns over the destabilization of the situation in Nagorno-Karabakh. In particular, with different formulations, all regional and international organizations and states have been calling on the conflicting parties to show restraint, stop the military operations, abstain from taking steps that can intensify the situation, etc.
The RA Ministry of Defense attaches great importance to the response of the international community and to the calls that it has made to the conflicting parties. The RA Ministry of Defense underlines that the Republic of Armenia is the guarantor of the security of the people of Nagorno-Karabakh. At the same time, as a party not participating in the military operations, the RA Ministry of Defense especially commends the fact that those calls are addressed to the parties that are de facto engaged in those operations, namely the authorities of Azerbaijan and Nagorno-Karabakh.
Agreeing with the calls for an end to the military operations, the RA Ministry of Defense draws the attention of the international community to the fact that in order to establish a ceasefire between the forces of Azerbaijan and Nagorno-Karabakh, besides political statements, there is a need to agree upon and implement concrete measures, develop the technical conditions for establishing the ceasefire, as well as implement mechanisms for the dislocation/separation of the conflicting forces and maintenance of the ceasefire regime.
At the same time, the RA Ministry of Diaspora draws the attention of the international community, including international organizations dealing with human rights and humanitarian issues to the fact that the military operations unleashed by the Azerbaijani authorities are a violation of the UN Charter, the 1970 Declaration on Principles of International Law concerning Friendly Relations and Co-operation among States, the 1975 Helsinki Final Act of the OSCE and other documents of the Helsinki Process, as well as several other international legal documents.
During the military operations unleashed by Azerbaijan, Azerbaijani armed forces and armed groups have also implemented many operations against the servicemen and civilians of Nagorno-Karabakh that are the operations of international terrorist organizations that, according to international humanitarian law, are military crimes. The tortures against combatants and prisoners-of-war no longer participating in the armed clashes, even executions, the taping of them and showing for purpose of terrorism, the killings of peaceful civilians under the control of those forces, the tortures against dead bodies and other acts are the more evidence of those operations.
The RA Ministry of Defense declares that both the Azerbaijani authorities and persons having committed military crimes need to be brought to justice, including before the international community for violations of international law and war crimes.
