Armen Marukyan suggests 5 directions for examining Armenian Genocide at international courts
Conveying Armenian Genocide issue to a legal dimension is the best decision, as by conducting recognition policy, the number of states recognizing the Genocide increases, but it has no impact on Turkey, and this country not only does not assume responsibility for the crimes committed, but does not discuss the issue of compensation.
Head of the Department for the History of the Armenian Cause and Armenian Genocide at the National Academy of Sciences Armen Marukyan emphasized in an interview with “Armenpress” that the only way is coercion against Turkey, ant the best type of coercion is launching a judicial process in an international judicial body so that the Turkish authorities take measures under the pressure of international law.
“In this regard we must determine and clarify our demands, and which are our basis for demanding compensation. Demands of the Armenian side must be presented in 5 directions: deprivation of Motherland, human loses, material loses, cultural aspect, and overcoming psychological consequences. At the same time we must realize that the international law is “elastic”, and the norms of international law are distorted by powerful states and everyone adapts them to itself”, Armen Marukyan stressed, adding that Armenia must clearly evaluate the risks, otherwise we may harm the legal procedure. According to him, before starting legal procedures, the best option is political insurance. “We have to work hard with world influential political figures”, he stated, mentioning our diplomatic representations and lobbies in those power centers have a key role in that process. He also added that the current geopolitical developments are favorable for those activities.
“There are quite favorable conditions under the light of today’s geopolitical developments. Turkey has rather tense relations with the EU, RF and the USA and we need to take advantage of that tension”, Marukyan concluded. Conveying Armenian Genocide issue to a legal dimension and raising the issue of compensation was also stated by the panArmenian declaration publicized on 29 January at Tsitsernakaberd Memorial.
