Constitutional Reforms Concept of Armenia presented to President 1
On October 15, the Constitutional Reforms Commission has submitted the Constitutional Reforms Concept of Armenia to President Serzh Sargsyan.
Justice Ministry of Armenia has issued the Concept on Constitutional Reforms worked out by the Armenian Presidential Professional Commission on Constitutional Reforms. The opinion of the European Commission For Democracy through Law (Venice Commission) on the draft concept paper on the constitutional reforms adopted by the Venice Commission at its 100th Plenary Session (Rome, 10-11 October 2014) is also presented in English and Armenian (informal translation).
The concept states that some issues have become more than urgent and demand new principal approaches at the level of the constitutional solutions, including that the role of the National Assembly should be elevated to a level in compliance with the new requirements of the parliamentarism.
The concept thoroughly presents the opportunities afforded by the parliamentary system of government.
