Arman Kirakossian: “The atrocities perpetrated against the people living in the conflict zone need to be unconditionally condemned”
On November 9, during the 1,163rd session of the OSCE Permanent Council, Head of the Permanent Mission of the Republic of Armenia to the OSCE, Ambassador Arman Kirakossian delivered a speech in response to the report of the OSCE Minsk Group Co-Chairs.
Highly appreciating the Co-Chairs’ efforts, Ambassador Kirakossian reaffirmed the Armenian side’s unconditional support to the format agreed upon by the OSCE Minsk Group Co-Chairs and their commitment to a peaceful solution to the Nagorno-Karabakh conflict.
Ambassador Kirakossian highlighted the fact that the summit held in Geneva and the agreement reached during the summit, according to which the negotiations need to be activated and additional measures need to be taken to weaken the tension on the line of contact, serve as the result of the consistent efforts of the Co-Chairs.
The Armenian side recorded that the Co-Chairs were recently forced to pinpoint the party violating the ceasefire regime with addressable statements, which is necessary in the absence of relevant mechanisms for reduction of the tension on the line of contact.
The Head of the Mission reaffirmed the Armenian side’s unconditional support to the agreements reached during the summits in Vienna and Saint Petersburg that imply the creation of investigation mechanisms of the OSCE and enlargement of the Office of the Personal Representative of the OSCE Chairman-in-Office.
At the same time, Ambassador Kirakossian stated that, up to this point, the Azerbaijani side hinders the implementation of these agreements and continues to violate the ceasefire regime.
According to the Ambassador, further prevention of the use of force or the threat of force is of vital significance for strengthening of the ceasefire regime and advancement of the negotiations.

Armenia’s Ambassador stressed the fact that there is no alternative to the security of the people of Artsakh, their freedom and right to self-determination today and tomorrow.
Ambassador Kirakossian also expressed gratitude to the Personal Representative of the OSCE Chairman-in-Office and his team for their actions in the conflict zone and reaffirmed the Armenian side’s conviction that the OSCE must be actively involved in the process of weakening of the tension on the line of contact with its permanent presence in the Nagorno-Karabakh conflict zone.
