Inter-Agency Commission on Coordination of Syrian-Armenians’ Issues holds subsequent session

On November 25, the Inter-Agency Commission on Coordination of Syrian-Armenians’ Issues held a subsequent session, which was chaired by RA Minister of Diaspora Hranush Hakobyan.

Among the items on the agenda were the activities that the interested government agencies of the Republic of Armenia have carried out to hold professional training courses for Syrian-Armenians, provide them with jobs and organize their general education and graduate studies, as well as the issues related to the implementation of the programs of several non-governmental organizations for the year 2016.

The Minister stated that she is always in touch with Deputy of the Parliament of Syria, Spokesman of the Armenian Prelacy of Aleppo Zhirayr Reyisian and RA Ambassador Extraordinary and Plenipotentiary to Syria Arshak Poladyan.

At the initiative of the RA Ministry of Diaspora, the RA Government has solved the issue related to customs clearance for Syrian-Armenians’ cars. Syrian-Armenians were facing a serious problem with temporary import of automobiles to Armenia (the cost of compensation for customs fees for the automobiles made up AMD 233,365,000). On 18 November 2016, the appropriate funding from the state funds of the Republic of Armenia was allocated upon the decision of the Government of the Republic of Armenia.

The Ministry of Diaspora drafted and processed the draft of the decision of the Government of the Republic of Armenia on extending the period of validity of the decision of the Government of the Republic of Armenia on submitting the first-time passport of a citizen of the Republic of Armenia to the diplomatic representations of the Republic of Armenia in foreign states to December 31, 2017.

The Minister stated that the Government of the Republic of Armenia, the Calouste Gulbenkian Foundation and the Armenian General Benevolent Union would be reimbursing the tuition fees for Syrian-Armenian students in the 2016-17 School Year as well.

The Minister emphasized that the secretariat coordinating the activities for support to and integration of Syrian-Armenians in Armenia had four guest experts, the technical maintenance and reimbursement of salaries for which is funded with the support of the Calouste Gulbenkian Foundation.

The Minister of Diaspora also stated that the Ministry was leading negotiations with the State of Kuwait and the Czech Republic to build social homes for Syrian-Armenians in Armenia.

Representative of the Armenian Missionary Association of America in Armenia Harutyun Nercessian delivered a report on the implementation of the programs for the year 2016 and stated that the Association is focused on and equally supports Syrian-Armenian families who don’t wish to leave Syria, are moving to Armenia and wish to settle in Armenia. “We actively collaborate with the Ministry of Diaspora when developing and implementing programs for support to Syrian-Armenians,” Armenia’s representative of the Armenian Missionary Association of America added.

RA Minister of Diaspora Hranush Hakobyan particularly appreciated the fact that the Armenian Missionary Association of America always assists the Ministry in transporting Syrian-Armenians to Armenia.

Head of the “State Employment Service” Agency at the RA Ministry of Labor and Social Affairs Artak Mangasaryan delivered a report on the activities carried out to provide Syrian-Armenians with professional training and help them find jobs.

Minister Hranush Hakobyan suggested making the activities for forwarding Syrian-Armenians to employment centers more targeted and centralized.

Head of the Department of General Education at the RA Ministry of Education and Science Narine Hovhannisyan delivered a report on the activities for organizing the general education and graduate studies for Syrian-Armenians. Hovhannisyan stated that the Ministry had facilitated the admission of Syrian-Armenian children within schools of Armenia as much as possible and had made the amount of the tuition fees for Syrian-Armenians equivalent to those of students in Armenia. Hovhannisyan added that Syrian-Armenian schoolchildren actively participate in school-wide and inter-school Olympiads and are among the top.

The Minister of Diaspora emphasized that it is safe to say that the integration of Syrian-Armenians in the field of education is mainly over.

Chairwoman of ARS Armenia Regional Committee Diana Hovsepyan talked about the implementation of the programs for support to Syrian-Armenians for the year 2016. She delivered a report on the several assistance programs and talked about how the ARS had provided the Syrian-Armenians with warm clothes, winter shoes and had organized exhibition-sales showcasing the handmade items of Syrian-Armenians.
