Artsakh expects concrete actions for the introduction of investigative mechanisms on the Nagorno-Karabakh-Azerbaijan line of contact.

This is what Spokesman of the President of Artsakh David Babayan told “Armenpress” as he touched upon the upcoming meeting of the Presidents of Armenia and Azerbaijan.

“The upcoming meeting is very important in the sense that there is a new direction in the process of settlement of the Nagorno-Karabakh-Azerbaijan conflict after the meeting in Vienna, and that is the development of adequate mechanisms and their application on the border. This will allow for ascertaining the ceasefire violations. During the meeting in Vienna, the Presidents of Armenia and Azerbaijan reached an agreement, and that process has been launched. In the next meetings, we need to move from general to specific, meaning we need to discuss specific issues like the deployment of different types of devices, the increase in the number of employees of the office of the Personal Representative of the OSCE Chairman-in-Office and other issues,” David Babayan said.

He stated that peace and stability are maintained on the border after the meeting in Vienna and that there have been fewer ceasefire violations than two or four years ago. According to David Babayan, Azerbaijan is unpredictable and there is a conviction that it will do everything it can to impede and prolong the process and cause different hindrances. Therefore, according to him, active efforts need to be made to introduce those mechanisms as soon as possible. David Babayan stated that these meetings are aimed more at maintaining peace and that it is rare to see a discussion on other issues, particularly political issues following the four-day war. David Babayan emphasized that it would be hard to move forward without the introduction of investigative mechanisms.

Touching upon the process of restoration of Artsakh following the war, David Babayan stated that it is in progress.

“The process was launched right after the war. The people have been provided with assistance and necessary construction materials to rebuild their homes. As far as the moral-psychological aspect, it is clear that the losses were irreversible, and to a certain extent, the birth of many Armenian children will console the people. I can say that the people remain persistent even after the war. All this stressed once again that Artsakh’s independence is a sacred value for us,” David Babayan said.

On June 20, President of Russia Vladimir Putin will meet with the Presidents of Armenia and Azerbaijan in Saint Petersburg. The previous meeting of the Presidents of Armenia and Azerbaijan was held in Vienna on May 16 and was the first meeting of the Presidents after the four-day war in April.
